{"id":5345,"date":"2023-11-09T17:40:08","date_gmt":"2023-11-09T17:40:08","guid":{"rendered":"https:\/\/artsmidwest.org\/?post_type=update&#038;p=5345"},"modified":"2024-06-04T19:25:41","modified_gmt":"2024-06-04T19:25:41","slug":"what-we-learned-relief-funding","status":"publish","type":"update","link":"https:\/\/artsmidwest.org\/about\/updates\/what-we-learned-relief-funding\/","title":{"rendered":"What We Learned: Relief Funding\u00a0"},"content":{"rendered":"\n<p>During the height of the COVID-19 pandemic, Arts Midwest partnered with the National Endowment for the Arts, the Mellon Foundation, Builders Initiative, and our State Arts Agencies to provide relief funds to arts organizations.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>The goal of these efforts was to provide support to arts organizations that were losing revenue due to facility closures, canceled productions and exhibitions, and canceled programming.&nbsp;&nbsp;<\/p>\n\n\n\n<p>In total, we disbursed more than $5 million over the course of three years. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-we-did-nbsp\">What We Did&nbsp;<\/h2>\n\n\n\n<p>From 2020-2022, we worked with partners to design and launch three grant programs for Midwestern organizations. These programs drew on funding from the Coronavirus Aid, Relief, and Economic Security Act (CARES) and the American Rescue Plan (ARP), as well as a privately funded U.S. Regional Arts Resilience Fund.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>In total, these programs directed more than 467 grants to small and midsize organizations in the Midwest. Faster does not always mean better.&nbsp;<\/h3>\n\n\n\n<p>Time was of the essence in these programs as many arts organizations were losing earned income at an unprecedented rate.&nbsp;<\/p>\n\n\n\n<p>But grantmaking is not always a fast process.<\/p>\n\n\n\n<p>The typical lifecycle of a grant program at Arts Midwest begins with a design phase that explores community needs and identifies intended outcomes. That process is followed by an application and guidelines development phase, application launch and support, panel review, notification and award administration. Finally, we oversee report collection and closeout. Depending on the program, this work can take more than a year to develop and launch.&nbsp;<\/p>\n\n\n\n<p>We didn\u2019t have that kind of time. We tested two different strategies to shorten this process:&nbsp;<\/p>\n\n\n<div  class=\"wp-block-rich-list  col-start-2 col-span-1\">\n      <ol\n      class=\"main-col my-12 list-none\"\n    >\n              <li class=\"list-item relative ml-12 sm:ml-16 md:ml-20 lg:ml-32 mb-14\">\n          \n                      <span class=\"absolute flex items-center justify-center -left-12 sm:-left-16 h-8 w-8 sm:h-10 sm:w-10 rounded-full text-xs sm:text-sm border border-light-purple leading-none pt-1 -top-1.5 sm:-top-2\">\n              1\n            <\/span>\n          \n          \n                                <div class=\"prose\">\n              <p><span class=\"TextRun SCXW33467125 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW33467125 BCX0\">For our federal grants (CARES and ARP), we partnered<\/span> <span class=\"NormalTextRun SCXW33467125 BCX0\">with our State Arts Agencies to supplement or extend their relief programs \u2013 working with our colleagues to help us <\/span><span class=\"NormalTextRun SCXW33467125 BCX0\">identify<\/span><span class=\"NormalTextRun SCXW33467125 BCX0\"> organizations or grant processes to distribute funds equitably across their states.<\/span> <\/span><\/p>\n<p><em><span class=\"TextRun SCXW33467125 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW33467125 BCX0\">For any of our <\/span><span class=\"NormalTextRun SCXW33467125 BCX0\">auditors<\/span><span class=\"NormalTextRun SCXW33467125 BCX0\"> reading this \u2013 we moved quickly, but compliantly, here.<\/span><\/span><\/em><\/p>\n\n            <\/div>\n                  <\/li>\n              <li class=\"list-item relative ml-12 sm:ml-16 md:ml-20 lg:ml-32 mb-14\">\n          \n                      <span class=\"absolute flex items-center justify-center -left-12 sm:-left-16 h-8 w-8 sm:h-10 sm:w-10 rounded-full text-xs sm:text-sm border border-light-purple leading-none pt-1 -top-1.5 sm:-top-2\">\n              2\n            <\/span>\n          \n          \n                                <div class=\"prose\">\n              <p><span class=\"TextRun SCXW218587649 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW218587649 BCX0\">For the Mellon Foundation and Builder\u2019s Initiative-supported US Regional Arts Resilience Fund, we tested a simple nomination process<\/span><span class=\"NormalTextRun SCXW218587649 BCX0\">, followed by an <\/span><span class=\"NormalTextRun SCXW218587649 BCX0\">application <\/span><span class=\"NormalTextRun SCXW218587649 BCX0\">submitted<\/span><span class=\"NormalTextRun SCXW218587649 BCX0\"> via <\/span><span class=\"NormalTextRun SCXW218587649 BCX0\">phone interviews<\/span><span class=\"NormalTextRun SCXW218587649 BCX0\">. There were minimal written requirements, and panelists were encouraged to <\/span><span class=\"NormalTextRun SCXW218587649 BCX0\">weigh <\/span><span class=\"NormalTextRun SCXW218587649 BCX0\">the history of the organization\u2019s impact <\/span><span class=\"NormalTextRun SCXW218587649 BCX0\">over<\/span><span class=\"NormalTextRun SCXW218587649 BCX0\"> their current financial position or the <\/span><span class=\"NormalTextRun SCXW218587649 BCX0\">strength of their narrative.<\/span><span class=\"NormalTextRun SCXW218587649 BCX0\">\u00a0<\/span><\/span><span class=\"EOP SCXW218587649 BCX0\" data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:312}\">\u00a0<\/span><\/p>\n\n            <\/div>\n                  <\/li>\n          <\/ol>\n  <\/div>\n\n\n\n<p>In both these approaches, we learned that faster does not always mean better.&nbsp;<\/p>\n\n\n\n<p>The CARES\/ARP model resulted in a lot more administrative tracking since each state application had slightly different requirements. <\/p>\n\n\n\n<p>The Resilience Fund model stretched our capacity. From outreach to prospective grantees to processing nominations to conducting phone interviews, almost everyone at Arts Midwest pitched in to support this program. As a nonprofit attempting to manage and pivot its own programming during this time, the workload was unsustainable.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-2-partnerships-are-invaluable-nbsp\">2. Partnerships are invaluable.&nbsp;<\/h3>\n\n\n\n<p>Many people helped these programs come to fruition.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The input from our State Arts Agencies was essential to our process. We gained new insight into State Arts Agency application processes, built relationships with new-to-us organizations, and developed new cooperative working methods that have improved our programs and expanded our reach to new corners of the Midwest.&nbsp;<\/p>\n\n\n\n<p>We also built new relationships with the US Regional Arts Organizations (USRAOs) through our work with Mellon Foundation \u2013 pooling collective wisdom, ideas, and practices to strengthen our national partnership. This work has led to additional collaborations among the USRAOs, and we are finding new ways to work together to support artists and arts organizations across the country.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-3-there-was-simply-not-enough-to-go-around-nbsp\">3. There was simply not enough to go around.&nbsp;<\/h3>\n\n\n\n<p>Signed into law through Federal legislation in 2020 and 2021, the CARES and ARP programs provided more than $200 million to the National Endowment for the Arts.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Of this sum, Arts Midwest received approximately $2.05 million for grants to arts organizations.
